It depends, for my big guns dude it was a good gun to carry, and is great to take out the big guys, but i used the flamer more. My small guns, and my general play ones I rarely used it. It's heavy and costly but can be worth it if you have the caps and the strength. It depends on your play style.

A harpoon cannon is a whaling implement developed in the late 19th century and most used in the 20th century. It would be mounted on the bow of a whale catcher, where it could be easily aimed with a wide field of view at the target.

You mount Harpoon Guns to the deck of a boat. It fires a harpoon in order to retrieve large fish, like Tunas and Billfish. Some of the biggest differences are that harpoon guns are used from out of the water shoot into the water. You shoot spearguns in the water at fish that are also in the water.

With five ranks in the Rifleman perk, the Gauss rifle can destroy almost any piece of Power Armor and Fusion Cores with a single shot. The two-shot legendary variant of this rifle is among the most powerful weapons in Fallout 4, capable of eliminating the toughest enemies in one hit from level 36 onwards.

Harpoons are designed to go through water, they are heavier, carry more momentum so they work better in water. If you need a bullet to go through water use preferably FMJ subsonic rounds. Water has the highest heat capacity of any liquid (by a fair margin).

However, they make spear guns that fire pretty heavy spears that are certainly lethal, but less accurate and difficult to handle/maneuver with than a nice crossbow.
